James F. Harvey, III, known as "Jim" to his friends, is a solo practitioner located in Norman, Oklahoma. In 1968, he received his Bachelor of Science degree in Applied Mathematics from the Georgia Institute of Technology. After graduation, he joined the United States Air Force. After initially attending Officer's Training School and obtaining his commission as a Second Lieutenant, he served for three years at Barksdale AFB as a computer maintenance officer for the 46th Communications Squadron and worked with the 465L Command and Control System as systems analyst. The Air Force sent him back to Georgia Tech for his Masters Degree and, after graduating, he was assigned to the Defense Communications Engineering Center in Washington, D.C. There, he was responsible for a section of programmers involved in discrete event simulation models for communications networks and other communications-related activities. During this period, he earned his second Masters Degree in Operations Research while working part time, from George Washington University. In 1977, he was transferred to Oklahoma City, OK, where he served with the E-3 Airborne Warning and Control System (AWACS) at Tinker AFB. He maintained the communications software contained in the E-3 aircraft and was involved with interoperability with numerous other military systems.

After resigning from the Air Force in 1979 as a Captain, Mr. Harvey remained in the AF Reserves for the next 12 years, eventually retiring as a Lieutenant Colonel. During this time, he held jobs with Magnetic Peripherals, Inc.; TRW; and The Analytic Science Corporation (TASC). All of these positions involved some form of electronic computer or software work. In 1995, after he had obtained his Juris Doctorate on a part time basis from the Oklahoma City University School of Law and passed the Patent Examination for Patent Attorney, Mr. Harvey decided to hang out his shingle as a solo practitioner in the Norman area.

Mr. Harvey is a registered patent attorney and is admitted to the Oklahoma Bar, the United States District Court for the Western District of Oklahoma, and the Court of Appeals for the Federal Circuit. His practice is concentrated on all aspects of intellectual property, including patents, trademarks, copyrights, and licensing. He is a member of the Cleveland County Bar Association and the Oklahoma Bar Association. In addition, Mr. Harvey is a member of the American Intellectual Property Law Association, the Licensing Executives Society, the Computer Law Association, the Patent and Trademark Office Society, the Oklahoma Venture Forum, and the Oklahoma Alliance for Manufacturing Excellence.
